Start with one reliable anchor: a walk, a museum room, a swim, a table or a train ride. The useful plan is the one that gives everyone enough energy to arrive at it.

For families, the practical detail is rarely small. A short transfer, a place for a snack, a room that can go dark, and a pause without an objective all change the mood of a journey.
